Election of the Head of Administration

All members of the University of Freiburg community are invited to watch the election via livestream on July 15, 2021.

The Senate and the University Council will elect the Head of Administration (Kanzler*in) of the University of Freiburg in a joint session.

The Senate and the University Council will hold a joint session on July 15 to elect a Head of Administration (Kanzler/Kanzlerin) of the University of Freiburg. The term of office is six years and will begin on April 1, 2022. All members of the University of Freiburg community can follow the vote via livestream. The session will begin with the two electoral bodies deciding whether or not the rest of the University community should be admitted to watch other parts of the session, in particular the presentation of the candidates. The livestream will begin at 2:30 pm.

22 votes in the Senate, 6 votes in the University Council

The procedure for electing all of the University’s full-time senior administrators in the Rectorate is conducted according to Paragraph 18 of the Baden-Württemberg state law regulating public higher education institutions (Landeshochschulgesetz). The procedure begins with the head of the University Council establishing a selection committee prior to the election. The selection committee consists of an equal number of representatives from the University Council and Senate. The head of the University Council proceeds to discuss the position posting with the committee, after which – provided all parties agree – the position is publicly posted. The selection committee then reviews all of the applications received and proposes the candidates to the Baden-Württemberg Ministry of Science, Research, and the Arts, with whom a final selection is reached. Finally, the electoral bodies – the Senate and University Council – elect the head of administration in a joint session.

The winner must receive a majority of the votes in each of the two bodies: 22 votes in the Senate and 6 in the University Council. Should no candidate reach this majority, a second round of voting is held in which a majority of the members present must be reached. If this also fails, a third round of voting is then held in which a majority of all votes that have been cast by both bodies is required.
